Surely, though, the interesting question is are Republicans as a whole being held responsible? Everyone agrees that Foley had to go, the question is whether the leaders of the House should be held responsible. Here I think the author makes some relevant comparisons.

Also, I should point out that the word "framing" means something else in political science. It means the verbal description of a set of facts that influences how we precieve a situation. Foley himself is obviously repulsive, but depending on how we describe the situation we can veiw it as a problem of an individual politician or party discipline or, even, pedophile priests.
